Rapid urbanization and the subsequent unplanned development has overexploited natural resources leaving behind the widespread pollution and industrial disasters to occur. To avoid them, it is important to allocate required resources at the outset by means of proper environmental planning. Relocation of large establishments and re-settlements in some urban areas nowadays is a live example of poor planning, done in past.
Beneficiaries
All major project like housing complex/townships, industries/industrial complex, infrastructure, utilities or office complex need prior planning.
Methodology
Ideally, planning shall be done at conceptualization stage itself but it can also deliver reasonably good results when practiced for existing units, especially those where there is constrain of land, water or local resources. Planning can be done w.r.t. the site selection, layout fixing, harnessing local resources, providing access to market and disposing the waste generated. Use of advanced tools such as remote sensing, data logging and ITES is common nowadays while doing such planning. Care should be taken that core business interests of the project are not suppressed due to overemphasis on environmental planning and that is why adopting a very rationale approach towards the whole process is important.
The govt. authorities have come up with the classification of existing and proposed land use so as to avoid untoward impacts on environment on later stage. Guidelines have also been provided for site selection and managing variety of wastes in environmentally acceptable manner. Tailor made Environmental Impact Assessment studies, Risk Assessment and the Waste Management techniques w.r.t the liquid, solid and gaseous substances prove to be very effective tools during environmental planning. A typical example of integrating planning process with the development projects is designing of Master Plans.
